JUSTICE FOR RAPE VICTIMS: Rapists May Lose Manhood In Osun State
Mrs. Mofolake Adegboyega, Commissioner for Women Affairs and Social Welfare, told newsmen yesterday in Osogbo that the bill recommended among other penalties, the cutting off of the "third leg.''
The News Agency of Nigeria (NAN) quoted the commissioner as saying that the "Violence Against Women and Children Bill,'' was aimed at reducing the cases of molestation in the state.
The commissioner, who expressed sadness at the increasing trend, especially, that of minors, said the state government was working out possible solutions.
According to her, one of the ways of curbing the problem is the bill, which has been sent to the House of Assembly.
She said the bill would spell out details of punishment for culprits within the confines of the law.
Adegboyega cited Saudi Arabia, where legs and even heads of culprits are cut off for serious offences, stressing that it would not be too much to cut off the manhood of a Molester.

He alleged that they prevented him from performing the dust-to-dust rites during the burial of his father, and also prevented him from managing his estate. Also joined in the legal battle are Ojukwu Transport Limited, Professor Joseph O. Ojukwu, Engineer Emmanuel N. Ojukwu, Mr. Lotanna Ojukwu, Emeka Ojukwu, Mr. Patrick Ojukwu, Mrs. Margret Mogbo, Nee Ojukwu, the Inspector-General of Police and Mr. Ibrahim Mukhtar, former Commissioner of Police Anambra State, now an Assistant Inspector-General of Police, AIG.
In a sworn affidavit to enforce his fundamental human right before a Federal High Court in Lagos, Sourthwest Nigeria filed on his behalf by Chief Mike Ozekhome, SAN, Chief Debe Ojukwu averred that he was born on 3 August, 1956 to the late Chief Emeka Odumegwu Ojukwu and his late wife, Margaret.
He said his father was then an Assistant District Officer at Uti, Enugu State and his mother a primary school teacher at Uti. He claimed to be the first and the eldest surviving son of the late Odumegwu Ojukwu. He averred that after his birth, his poor mother was responsible for his welfare and upbringing from her meagre income as a school teacher.
He quoted some newspaper publications to support his claim that he is the first surviving son of the late Emeka Odumegwu-Ojukwu, which the late Biafran warlord did not contest. The plaintiff said when his father became ill in 2010, he donated blood to him at the University Teaching Hospital, Enugu before he was flown abroad for further treatment.
Thereafter, he visited him in London with his wife and children. But upon the demise of his father on 26 November, 2011, a meeting was convened by Professor Joseph Ojukwu with a view to reaching an amicable settlement as to who should control and manage the personal property owned by Ojukwu Transport which belonged to their grandfather, Sir Louis Ojukwu and the ones belonging to their father, Emeka Ojukwu.
He said there and then, Professor Joseph Ojukwu, Engineer Emmanuel Ojukwu and Lotanna Ojukwu threatened to maim or kill him if he did not cease forthwith from interferring with the management of the property owned by Ojukwu Transport and the late Sir Louis Ojukwu. He added that they also barred him from attending the burial of his late father despite the fact that he spent over N100 million during the funeral.
He said up till today, they are still threatening him on the basis of the circumstances of his birth, claiming that he is not the legitimate son of his late father. This, Chief Debe Ojukwu said, had caused a great distress among his peers and his business partners. He also urged the court to restrain the defendants and their agents from threatening to kill him, if he did not cease from interferring with the will and personal property of Ojukwu Transport Limited and Sir Louis Ojukwu.
The presiding judge, Justice Okon Abang has adjourned the case till 13 December, 2012 for hearing. Ambassador Bianca Ojukwu and others mentioned in the case have not filed any defence.

THE Special Adviser to the President on Political Affairs, Alhaji Ali Gulak, has said that the former military rulers still aspiring to become civilian president of Nigeria should forget the dream.
"Their time is up. As elder statesmen, they should give positive advice for Nigeria to move forward," he said.
Gulak spoke in Abuja on Thursday night at a banquet and colloquium organised by the Political Summit Group (PSG) in honour of President Goodluck Jonathan on his 55th birthday anniversary. He represented Jonathan at the occasion.
Making a veiled reference to General Muhammad Buhari (rtd), who contested in the last presidential election under the platform of Congress for Progressive Change (CPC), Gulak said such leaders who have had opportunity to rule the country once, some up to eight years, should stop nurturing ambition of becoming civilian presidents.
He said what was needed was for them to act as elder statesmen and restrict themselves to advisory role on how to move the country forward.
He said Nigeria has had leaders like the sage, Chief Obafemi Awolowo, Dr. Nnamdi Azikiwe, among others, who at independence did their best to lay solid foundation for the development of the country.
Alhaji Gulak added that instead of building on that foundation, some people have constituted themselves into stumbling blocks in the development of the nation and trying to set the country on fire through inflammatory utterances.
He said there was no way anyone could be president of Nigeria in this democratic dispensation without building bridges across the nation.
The presidential aide, however, said President Goodluck Jonathan under the 1999 Constitution has right to seek re-election in 2015, adding that he deserves re-election based on the track record of achievements.
"Nigeria is a great nation. We are on the mountain top and we have seen the promise land and President Jonathan will take us there," he said.

Obasanjo To Build N350m Mosque,Arabic School
It Was reliably gathered that, Obasanjo decided to construct a mosque within the premises of the controversial Presidential Library so as to make the place look international and as well erase the impression that, he hates northerners and their religion which is Islam.
An insider at the Obasanjo hiltop building hinted that, the four governors in the north held a closed door meeting with Obasanjo before the event where the 2015 election top the agenda and how President Goodluck Jonathan would be either convinced or stopped from re-contesting to pave way for Northerner as the next President.
Eminent peronalties who were at the foundation laying and fund raising of Olusegun Obasanjo Baytus Salam central Mosque were four governors from the North. They are Kebbi,Usman Dakingari, Kano State, Rabi Kwakwanso, Sokoto, Aliyu Wamakko, Katsina state governor, Sheu-Shemma Shetima who was represented by his deputy. All of them donated N20 million each for the construction of the mosque.
Among those that contributed to the Obasanjo's mosque and arabic school were the Speaker of the House of Representatives, Aminu Tambuwal who pledged N2 million, Chairman of Damngote group of companies ,Alhaji Aliko Dangote who also promised N25 million, former governor of Kebbi State,Senator Adamu Aleru who also pledged N10 million.
Ex-governor of Kwara State, Senator Bukola Saraki also pledged N2 million while former vice President, Alhaji Atiku Abubakar also sent a sum of five million naira pledge towards the construction of the mosque.
Also the governor of Central Bank of Nigeria, Mallam Lamido Sanusi who was in his traditional attire donated N5 million.
Other States that contributed to the construction of the mosque were Adamawa, Niger, Kaduna, Katsina Zamfara Kogi, Kwara and Ogun States which all sent their pleges of N20 million each through the Sokoto state governor.
FG Offers N290 Million Reward to Anyone with Information Leading to the Arrest of the 19 BokoHaram Leaders
However, in a new development which might have thwarted any attempts at a dialogue, the Federal Government yesterday declared a N290 million reward for anyone who could assist to locate the leader of the sect, Imam Abubakar Shekau and 18 other leaders.
The Joint Task Force (JTF) headquatres, which made the declaration in a statement last night, said the 19 leaders are wanted over the spate of bombings and killings in the North-East.
According to The Nation, the statement appeared a declaration of battle line with the sect, thereby foreclosing any room for dialogue.
"They are wanted in connection with terrorist activities, particularly in the North East Zone of Nigeria that led to the killings, bombings and assassination of some civilians, religious leaders, traditional rulers, businessmen, politicians, civil servants and security personnel, amongst others.
"They are also wanted for arson and destruction of properties worth millions of naira. Therefore, anyone with information that will lead to the arrest of any of the listed terrorists or more will have the rewards as stated."
The JTF's list comprised five members of the Shurra Committee (the highest decision-making body of the sect) and 19 Boko Haram commanders.
Those affected are five members of the Shurra Committee of the sect, including Imam Abubakar Shekau (N50 million); Habibu Yusuf (a.k.a Asalafi), N25 million; Khalid Albarnawai (N25 million); Momodu Bama (N25 million); and Mohammed Zangina (N25 million)
The Boko Haram Commanders are Abu Saad (N10 million); Abba Kaka (N10 million); Abdulmalik Bama (N10 million) Umar Fulata (N10 million); Alhaji Mustapha (Massa) Ibrahim (N10 million); Abubakar Suleiman-Habu (a.k.a Khalid), N10 million; Hassan Jazair, N10 million; Ali Jalingo (N10 million); Alhaji Musa Modu (N10 million); Bashir Aketa (N10 million); Abba Goroma (N10 million); Ibrahim Bashir (N10 million); Abubakar Zakariya (N10 million); and Tukur Ahmed Mohammed (N10 million).

QPR boss, Mark Hughes sacked
QPR have sacked Mark Hughes after a run of 12 games without a win this season has left the club bottom of the Premier League.
Assistant manager Mark Bowen and first-team coach Eddie Niedzwiecki will take charge of the team's trip to face Manchester United on Saturday.
A statement on the club's official website read: "This decision has been taken after careful consideration by the Board of Directors, following numerous meetings over the last few days.
"The Board of Directors wish to thank Mark for his commitment, hard work and dedication in his ten months in charge.

For a long time, Nigerian Dancehall act, African China, famous for his social-conscious song, went underground after he was hit by a series of allegations ranging from sexual assault to bankruptcy. Having seemingly awoken from his slumber, the 34-year-old singer, who started music in 1996, immediately after his secondary education, is making a comeback with the planned release of a sixth album.
"I have not quit music at all. I have been quiet because I have been busy working on a new album, which will be released early next year. Once a musician always a musician. That part of me cannot be killed or suppressed. I am not worried about the rumours that are peddled about me because I am coming out with a bang. I will be releasing a twin album and one will comprise all my greatest hits. I will be working with Flavour, 9ice, Terry G and many others on the album. I returned from my tour of China a few weeks back. I performed in three Chinese cities including Beijing and the response was phenomenal," he explains.
A few months back, when pictures of an alleged N40m mansion which he was said to be building in Festac Town, Lagos hit the Internet, critics questioned the source of his wealth against the backdrop of reports that the father of two was financially bankrupt. The light-skinned singer who debunked the claims of being bankrupt, adding that he had completed the building contrary to reports.
"I recently moved into my new home, a mansion located in Festac, Lagos called Mini Villa and my wife recently had our second daughter. So, you can see that I have a lot of reasons and things to celebrate. I have a music production studio which has been constructed right inside my home."
Refusing to divulge the worth of the property which comprises a set of duplex and a six bedroom flat, the singer, who currently runs a label, 45 Entertainment, says it is his personal business.
When asked the source of his assumed 'wealth', amid laughter, African China says, "Besides music I also run other businesses, one of which is an indoor and outdoor sound equipment and management company. I also own a lounge where people can hangout and relax anytime. So I don't think I owe anyone any explanation."
