Turkey’s telecoms authority has lifted a two-week-old ban on Twitter after the constitutional court ruled the block breached freedom of expression, an official in Prime Minister Tayyip Erdogan’s office said. “The ban has been lifted” the official told the Reuters news agency by telephone on Thursday minutes after TIB, the telecommunication regulator, removed court orders blocking the site from its webpage. Access to Twitter was blocked on March 21 in the run-up to local elections last Sunday to stem a stream of leaked wiretapped recordings of senior officials that had appeared on the site, prompting Prime Minister Tayyip Erdogan to say he would “root out” the network. Turkey’s Official Gazette on Thursday morning published the Constitutional Court’s ruling from Wednesday, further piling pressure on the telecoms authorities to lift the ban, which had faced widespread international condemnation. Google’s video-sharing website YouTube remains offline in Turkey, the TIB having blocked it one week after blocking Twitter. Legal challenges against the YouTube ban are pending. Following the court’s decision, President Abdullah Gul, who has opposed the bans, was quoted as saying both websites should be made available in Turkey once more. While discussing President Goodluck Jonathan's March 17 speech to the Conference, on Wednesday, Mr. Enabulele, who is also the National President of the NMA, said giving the leadership problem Nigeria is facing, it becomes necessary to look at the medical and mental fitness of its political leaders.
According to him, political leaders should produce their certificates of fitness while taking their oaths of office.
"A time has come for us to look at the mental and medical fitness of our political leaders," he said. "When they are taken oath of office, it should be ensured that they also produce a certificate of mental fitness."
He regretted that the nation loses a whopping $800 million on account of foreign medical care sought by Nigerians, although he did not state the source of his record and what timespan it covers.
The NMA President questioned the commitment of Nigerian leaders to the health of its citizen, adding that there was no health right entrenched in the Constitution.
He proposed a massive health policy that would cater for the health needs of the rural dwellers.
Mr. Enabulele, who stated that the president's speech was the best he ever delivered, however, asked the Conference to look into the rising cost of governance in the country.

According to reports, the lawmakers sought to amend the existing West African Examination Council Act, 2004, to provide penalties of up to N200,000 against offenders.
House Majority leader, Mulikat Akande-Adeola, who led a debate on the bill, stated that Sections 20/21 of the Principal Act would be amended to increase the current fine of N2,000 to N200,000.
Akande-Adeola said: "Because of the high incidences of examination malpractices, Council thought it fit to amend the whole of Section 19 of the Principal Act, providing the offences constituting such malpractices to include illegal possession of examination papers.
"Having fore-knowledge of the contents of an examination paper or makes use of an examination paper or the content of it in any manner whatsoever without lawful authority."
The majority leader also informed the House that "Nigeria is the only country out of the five countries constituting the council's membership that has not ratified the convention.
The other countries in the council are Ghana, Liberia, Sierra Leone and the Gambia.
It could be recalled that only 86,612 candidates, representing 29.17% obtained credits in five subjects and above, including English Language and Mathematics at the last November/December Senior Secondary School Examination results released by WAEC.
Announcing the results in Lagos, Head of National Office, Mr Charles Eguridu said: "Of the total of candidates that sat the examination, 120,115 candidates, representing 40.46%, obtained 6 credits and above; 161,721 candidates representing 54.48% obtained 5 credits and above.
"In addition, 198,832 candidates, representing 66.98% obtained credits and above in four subjects while 230,325 candidates representing 77.59 obtained Credits and above in 3 subjects. A total of 256,500 candidates representing 86.41% obtained credits and above in 2 subjects."

A ferry carrying 28 people last night around 8.30 capsized in a Lagoon in Majidun area of Ikorodu in Lagos, leaving 8 people dead, 12 rescued and 6 yet to be accounted for. Most of the occupants of the boat were working class people who were heading back home after the close of work.
The ferryboat which belong to Bell Marine Company began its journey from Ebute-Ero under the Eko Bridge around 6pm and headed for Ikorodu when it hit a rock and capsized.
Ibrahim Farinloye, Spokeperson for National Emergency Management Authority, Southwest Zone, confirmed the incident and said that NEMA officials and Naval Officers as well as local divers are patrolling the Lagoon to find the remaining six unaccounted occupants.
This incident is happening just two weeks after a boat capsized in Festac Town Lagos were 13 people reportedly died.

He confessed that he operated with four other people including a woman who has been with the syndicate for 9 months and has been operating from the Ewekoro axis of town.

According to Denver Mmedical examiner, 19 year old exchange student from Republic of Congo, Levi Thamba Pongi (pictured above) jumped to his death after eating a marijuana cookie that his friend legally purchased in one of Colorado's recreational pot shops, marking the first time since recreational marijuana was legalized in the state that eating pot was listed as a “contributing factor” is someone’s death.
His friends told investigators that Pongi ate the cookie and "exhibited hostile behavior" that included pulling things off walls and speaking erratically. Attempts by the three friends to calm Pongi seemed to work until he went outside and jumped over the balcony railing, according to the report.
The late teen had been visiting Colorado with friends while on Spring Break in March. Investigators believe that Levi and his companions made the trip to Colorado specifically to sample the state’s legally available marijuana, including pot cookies.

But the trip ended with Levi Thamba plunging off a Holiday Inn balcony after experiencing a bad reaction to consuming a pot cookie, authorities say.
At age 19, Thamba is actually not able to purchase a pot cookie or any other form of legal marijuana in Colorado where, as with alcohol, the minimum age is 21. It is also illegal from a person over 21 to buy recreational pot and give it to an underage person.
Police said that one of the members of Thamba’s group was over 21 and therefore could buy pot, but assuming that person gave the pot cookie to the now-deceased 19-year-old, he may now face felony charges. Authorities had not decided yet.
The four friends were staying at a Holiday Inn in northeast Denver when Thamba ate the pot cookie that he legally was not supposed to be able to possess. Then something strange happened. According to what his friends told investigators, he started going crazy.
Thamba began pulling objects off the wall of the Holdiay Inn room and acting very aggressively. His speech became “erratic.” His friends tried to get control of him and thought they had succeeded in calming him down. But before they knew it, Thamba bolted out of bed and on to the balcony. And then he jumped over the edge.
Was it a bad pot cookie that caused the bizarre and ultimately fatal reaction? According to the medical examiner, one of Thamba’s companions also ate some of the cookie bit began feeling ill, so he stopped.
Thamba’s blood tested positive for 7.2 nanograms of HC, the active ingredient in pot, per milliliter. The legal limit for driving in Colorado is five nanograms. Thamba tested negative for alcohol and for a list of 250 other drugs and substances.
“We have no history of any other issues until he eats a marijuana cookie and becomes erratic and this happens,” said Michelle Weiss-Samaras of the medical examiner’s office. “It’s the one thing we have that’s significant.”
Before coming to Colorado and eating the ill-fated pot cookie, Thamba had studied for just a few months at the Wyoming college of about 2,000 students, not far from Yellowstone National Park.

Oduah, who arrived the Idiagbon House Headquarters' of the EFFC office in Abuja at about 10.05am, was there till about 3pm.
Sources at the EFCC told reporters that Ms Oduah co-operated well with the interrogators and made useful statements that would help in further investigations. She was given provisional bail yesterday and is expected to appear before the EFCC investigators in the nearest future.

This comes barely 2 weeks after many people suffered in the course of the immigration chaos while trying to apply for the aptitude test.
Today's stampede occurred when the students attempted to force their way into the building, and the UNIBEN security closed the gate against them, an eyewitness named Osas said. Many of the students fell, while hundreds of others were stepping on those on the ground.
According to the information gathered by The Nation, scores of students have sustained injuries.
Speaking with The Nation correspondent at the place of the incident, Osas said that several students were rushed to the hospital, adding: "But am not sure anyone died, though many of them were seriously injured."
University's Public Relations Officer, Barr. Harrison Osarenren, said there had been no casualties during the screening.

Investigations had been conducted by Fifa Transfer Matching System (Fifa TMS) and then by Fifa Disciplinary Committee to check on Barcelona activities over the course of last year and they were found to have breached international transfer rules regarding the transfer of minors.
The investigations particularly monitored Barcelona transfers between 2009 and 2013 and According to article 19 of the Regulations on the Status and Transfer of Players, international transfers of Foreign players are only allowed if the player is older than 18, exceptions may only be given after evaluation by the sub-committee of the Players' Status Committee.
The Disciplinary Committee sanctioned Barcelona with a ban on Future transfers at both international and local level for two complete transfer windows and also fined the club CHF 450,000 (€369,000).

Following the sanction imposed by the FIFA Disciplinary Committee on FC Barcelona (FCB) for offenses involving the transfer and registration of players under 18, FCB would like to make the following points:
According to the official statement released by FIFA, the Royal Spanish Football Federation has also been sanctioned the transfer of international minors.
The statute that FCB allegedly infringed upon is intended to protect minors from the actions of sports clubs that incorporate players without ensuring the required attention necessary for proper development, FCB itself does guarantee the development of its players through the model of La Masia.
La Masia's model incorporates educational training programs, accommodation, meals, medical care, attention to the needs of children and sports development plans. FCB forms people before athletes, a fact that has not been considered by FIFA, which applies a penalty criterion that ignores the educational function of our training program.
All FCB players have always had their federal licenses as required by the respective federations. All of them at all times.
Some of the players affected by FIFA's ruling have even been called up by the Catalan Football Federation to participate in the regional championships with the Catalan team.
Since this process was started by FIFA, the federation licenses held by the affected players have been withdrawn and they have not featured in official matches. Thus, there has been no non-regulatory participation in athletic endeavours by any of the aforementioned players.
FC Barcelona has not breached any civil law and all children who train at La Masia are legal residents in the country.
Players whose federal licenses have been nullified by FIFA have had the option of continuing in the Club, which is committed to ensuring their education, in order to avoid social harm, despite the fact that they are banned from featuring for FCB.
No player of FCB is in an administrative irregular situation.
FCB has communicated the need to revise the regulations intended to protect minors on various occasions to FIFA. The intent is to make said regulations more effective.
